Big boots

My first choice would be Altama. Their measured sizes only go to 13, but they have a system of actual measurements you can take to get the right fit, and you might find that their 13 is large enough. I find them to run about an inch large on my feet. That is, I normally wear an 11, but I wear a size 10 in the Altama jungle series. I found their directions for measuring my feet to be spot on in fit, and they are the best boots I've owned. You'd probably want the tactical series, although I find their jungle boots to keep my feet dry. They're actually designed for wet climates, but instead of keeping water completely out, they have little drain holes strategically placed that squeegee the water out in a hundred yards or so. My experience is that "waterproof" boots only hold the water in once it gets in . . . and it always gets in.

For an alternative,you can try Vasque. I know that Vasque makes boots up to size 14, like their Breeze model, and they have a variety of makes and models. They only sell through resellers like REI and Sierra Trading Post.
